Why hire old Hollywood actors to play the roles of teenagers rather than hiring real teenagers?

I understand that do so for legal action, because you can not have a minor girl by a sex scene dirty. But why hire a woman of 26 years to play the role of a 16 – 17 year old girl instead of hiring a play 18 year old girl that role? It would be legal and it looked more convincing as a year 15 or 16 years.
