How do I start a business with my husband CVC as a consultant and the employees doing the actual work?

My husband is a technician CVC very experienced and we need more income but it does not leave his current job for the government because it is enjoyable hours and nice benefits. I wonder if I can start a company CVC and hire technicians to do the real work and my husband can be a resource consultant. Do I need a HVAC license to own real business, even if I do not do hands on work? What if my husband has a license? I would be the entrepreneur and the planner.
