Is majoring in political science and a minor in HR communication good for employment?

I want to graduate and find employment in the human resources. However, UC Davis does not have human resources as a major, so I was thinking about majoring in Political Science: Public and a minor in communication. u think it's a good combo and will lead to career HR? if not, suggestions? please and thank you:]
