How is the situation career planning in middle school and high school in the United States?

I am from China. Now, I work to discover the benefits of career planning for adolescents in middle and secondary level in the United States, I think that will benefit the development of Chinese students. Now I need advice! (1) Does the government play a positive role in career planning for adolescents? Is there a website describing the details? (2) Does each college or high school counselors have vocational training? If students are seeking advice, what the consultants do? Will they give personality assessment for students? (3) will be students and parents rely on agencies for further advice?

For our country revolves Education for individual states that no federal program for career planning in middle schools and secondary. However there is a great initiative called Making Middle Grades Work / High Schools that work in which a key is practice guidance. In the orientation of teachers working with students during what is called Counselor / Advisee in which students research a career and other activities to help students decide what a good choice for him / her as a vocation may be. Once a student has an idea of what he / she may be interested, the school sets up a system called Acadamie. In Acadamie there programs school classes and suggested that the student must take. For example, if a student knows he is interested in the medical field, then they must take the classes offered for those who pass a medical. Many states, Ohio is one, have made it a priority inititation, therfore State offers grant money to schools that implement the program. As for parental involvement, as Advisor / Advisee, parents must come to school and talk with the counselor of their child, their child, then the signature of the parents is necessary for students to register for classes.
