Then a road crossing a street to be closed permanently removed to stop train horns?

My wife and I bought a house in a development that also bought a street that was then permanently closed to vehicular traffic. But there is a railway signal, with the lights – the weapons, and the warning bells that is still functioning, and because of safety regulations, all rail traffic must sound as it approaches an active barrier. See my dilemma? How to remove the door of a street that is closed? Do I file a complaint with the city or the railroad? Is a petition work? All this is possible? Thank you for any help!
